As administrator of the Fair Employment Practices Unit, Mr. Martinez oversees two programs. The BEP MBE/FBE Participation Program promotes opportunities for minority- and female- owned firms and the DHR minority/female workforce program, which offers equal employment opportunities to minority and female tradespersons. Mr. Martinez provides technical guidance and assistance to MBE and FBE firms who are interested in participating on CDB construction projects. His daily activities involve interaction with governmental agencies, Legislature and the construction industry. In addition, he supervises a field staff responsible for monitoring compliance with FEP goals and requirements. He represents the Capital Development Board on the Business Enterprise Council; and many minority, female construction and professional associations.
